This platform has been developed by CNOTINFOR - Centro de Novas Tecnologias da Informação, Ltda., with funds from the Portuguese Cooperation for the World Bank Deficiency and Inclusive Development Team for Latin America and Caribbean Region, starting from the training workshops made in Argentina , Brazil , México, Nicaragua and Uruguay in 2004 and 2005.
